- Abstract
The recent announcements by the United States, the European Space Agency, the People’s Republic of China and others of their respective space exploration programmes indicate a resurgent interest in large-scale space exploration on the part of a growing number of nations and organizations. This paper will examine elements of the political and legal background of the announced exploration initiatives, including issues of non-appropriation, planetary protection, the use of nuclear power sources, and international cooperation. In particular, the articulated U.S. space exploration policy goals emphasizing commercial participation and exploitation of the lunar environment will be compared with European and other programme policies regarding the status and role of commercial entities.
