    Abstract
    Internet service and multimedia service are increasing fast on the satellite network. We had given our research works on S-UFP, onboard router etc. at the 57th, 58th IAC respectively. Our research work on a satellite network with ILISL (Inter-Layer Inter-Satellite Link) is given in this paper, including the police selections of the ILISL, its performance simulation etc.
    
    Satellite network is one of the hotspot research fields. There are many research works that focused on the user links switch, and the resource allocation of the communication payloads etc. There is few research works for a satellite network with ILISL, and most of them are focused on the router and the packet data broadcast etc. Actually, ILISL is a communication backbone between different satellite layers. A route switch will result in a topology changes to the whole satellite network. How to cut down the frequency of the recreating of the route tables, improve the stability of the network topology etc. are important research works.
    
    Our research work is focused on improving the stability of the multilayered satellite network. We discuss in detail with a two layered satellite network structure, consider its restriction condition of the communication links, analyze some traditional polices of the route recreating, and give a new route recreating policy. The new policy is compared with the traditional policies in detail on the network topology stability, ILISL stability, system resource usage rate etc. The new policy is verified and the simulation result is given in this paper. It shows the recreating frequency of the route table is reduced effectively.
