    Abstract
    This paper presents a technical and programmatic status of the Quasi-Zeniths Satellite System, Japanese satellite based navigation system developed by JAXA and related ministries and agencies. This include the development status and details the results of achieved through the system and subsystem tests of the first satellite (QZS-1) as well as the tracking and control station. Monitoring stations in USA, Australia, Thailand, and India has been also started with collaborations of related governments and international organizations to monitor signals from QZS-1 and GPS. 
    Besides the development of the system, promotion of the QZSS utilization is also in progress. After a few months of initial commissioning phase of the first satellite, the technical and utilization experiments using the first stage of QZSS will start. Strategic promotion actions have been taken in order to promote the QZSS utilization. Specifications of QZSS navigation singles are widely opened in website. Periodic user meetings have been held to explain program status to users and to obtain feed-backs from potential users. Interviews to industries and public bodies have been intensively conducted to exchange information.
