- Abstract
The GINS Network Study aims at assessing the possibility of elaborating and implementing a European global integrated communication network for all the security stakeholders of the union. This means that any security user should be able to communicate efficiently and optimally, and to have access to any information he may need through a unique given network, the so-called GINS. This study does not specifically address the communication shortcomings of these forces within Europe, since this is the problematic of other projects. Moreover, communication capabilities are deemed adapted within the European Union or at least, the communication shortcomings may be filled by terrestrial infrastructure. However, it should assess the interest of a network mainly based on satellite communication, to fulfil the needs of security users intervening wherever there is a lack of communication capabilities. This means that this network should be relevant and adapted at least for: • The first responders and all the personnel working in the theatre of emergency events. • The military forces and civilian organisations working in the area of peace keeping. • The border control forces. The paper will report on the elaboration of a roadmap to implement an integrated communication network which would fulfil all the requirements identified with different milestones for short-, mid- and long-term.
