    Abstract
Reaching its prime target audience directly, i.e. millions of students and teachers at primary and secondary level is an impossible task for ESA’s Education Office. In addition, not mentioning the various languages, the educational systems are very different from one Member State to another.
Consequently, to face those challenges and to actively participate to the education processes to make available, in the long run, a skilled workforce to implement its programmes, the Agency ideally had to opt for a Member State by Member State approach using intensively the already existing professional networks.

The ultimate objective of the ESERO project is to establish, in all ESA Member States, “ESERO contact points”. An initial 2 years pilot phase, implemented in 4 ESA Member States, did demonstrate that the Member State-per-Member State approach combined with a “bottom-up” philosophy, namely to offer an adequate support, tailored to the specific educational needs of the national education communities, was efficient.

The paper, after reviewing the outcome of the pilot phase, will address the conditions for success set for the operational phase, in particular the importance of institutional partnerships, and detail the plans for future development.
