- Abstract
In this paper the formulation of rules on the space development and the standardization of the space management are discussed, in view of the situation and the existing problem in the space and the outer space. All kinds of methods which brought forwarded by experts are analysed and compared deeply .basing on the analysis of disadvantage and advantage of each method, two solutions of the spacecraft's security are proposed for the spacecraft near or far earth orbit.the concept of "Space community" is put forward firstly,which will be the direction and development trend in the future . Only though the global cooperation between the nations can this problem on space's environment and space transport's security be solved and the incident of colliding be avoided.
