    Abstract
    This research is to intend to make the model of space development innovation systems in Korea. This research analyzed the impact factor standing out the innovation of space development such as the idea that effect the sectoral innovation system of space development in Korea.
      Korea holds the development ability of partial rocket or satellite development. According to the step of space development, Korea intends to utilize the foreign technology and parts rather than develop itself as catch-up strategy into developed country in the early stage and after that into the type of international collaboration. 
      The four idea of space development such as militarism, exploration ethos, commercialism impact the innovation system of space development in Korea, depending on situation. The commercialism of the enforcement of industrial competitive power through space development is emphasized in the rhetoric analysis of president Kim Young-sam, Kim Dae-jung, Roh Moo-hyun of the genuine of space development of Korea, but militarism operated as the primal factor of acceleration of space development technology evolution as shown the example of correct of long-term plan for space development such as Korea advances the period of self-effort launch in response to the missile named Daepodong of North Korea in 1998. Also the enforcement of industrial competitive power is consistently emphasized in the long-term plan for Korea's space development. 
      Concludingly, this research implies that space development innovation system holds government-leading governance according to each different priority of idea disposition of militarism, exploration ethos, commercialism.
