- Abstract
In September 11,2010, Japan launched Qausi-Zenith Satellite "MICHIBIKI" into orbit. This Quasi-Zenith Satellite(One of three satellites),will have navigational and surveying functions with auxiliary functions of GPS. Japan could contribute to tulize "MICHIBIKI"for Asia Pacific region to use GNSS for public and commercial applications among countries in this region. Besides GPS there are several GNS systems,like Galileo,GLONASS,COMPSS,IRNSS. It would be more important and useful for international community to have international cooperation and collaboration among these GNSS for both developed and developing countries. In this paper we discuss common issues among those GNSS to establish legal framework for utilization of GNSS and its applications including informations among different national rules and regulations. We discuss Japanese national rules and regulations in comparison with other countries. We could elaborate common understanding and legal principles for GNSS activities and applications.
