    Abstract
    Recent emphasis on commercial solutions to space has resulted in new developments such as  orbital or space infrastructure services.  Space infrastructure services represent a new frontier and challenge to the current business and legal environment from many perspectives, and therefore this paper will focus on:
    
    
    - what space infrastructures services are,
    
    - as an example of space infrastructure services - on-orbit servicing as an innovation development and new product offering,
    
    - the potential game-changing aspect of the services for the space industry,
    
    - relevant government policies and regulations, 
    
    - key challenges in legal and business domains, 
    
    - the enabling strategy – what a commercial provision of space infrastructure services needs to succeed. 
    
    
    Pursuant to confidentiality provisions, this paper will discuss actual business models, technologies, and legal challenges being considered today by the active space players in the commercial space industry.
