    Abstract
    The outer space environment has been facing increasingly traffic problems, including the growth of space debris, the development of space activity and the diversification of parties entering space, which strongly call for a space traffic management(STM) with clearly goals and sustainable way. This paper discusses the difficulties in the development of STM based on the efforts and practice regarding STM at the international level. The greatest challenge is that the regulation has not been able to keep pace with technology, so that today the legal environment shows more and more shortcomings. Although the Concepts and approach of STM have been discussed for many years, due to the complexity of the issue, the challenges of reaching a consensus on the definition and objectives remain unchanged. This paper aims to set a framework for STM to achieve safety and sustainability in traffic management. In order to make the main idea of the framework come true, a reference model for space traffic management system (STMS) is proposed. The role, composition, functions and applications of the STMS are mentioned in this paper.
