    Abstract

    The fourth European Space Council on 22 May 2007 has given strong political support (4th SPACE COUNCIL – Resolution on the European Space Policy – Brussels, 22 May 2007) to the European Space Policy (ESP) (Communication from the Commission of 26 April 2007 on the European Space Policy [COM(2007)212]; The ESA DG’s proposal for a European Space Policy ESA/C(2007)xxx), jointly developed by ESA and the EU. The ESP provides the necessary overall political framework for the development of a viable and strong space sector in Europe. It enhances the European identity of space, and it addresses all stakeholders and all aspects of space.

    The European Space Policy Implementation *

    The Resolution adopted by the Space Council on 22 May 2007 invited the European Commission and the European Space Agency (ESA) Director General to propose an implementation plan for the ESP “in order to establish a process of regular monitoring and priority setting”. The implementation plan will be presented to the next Space Council in autumn 2008.

    This implementation plan describes the detailed implementation steps, the work distribution between the various players involved and the deadlines. The Plan incorporates the actions requested by the Space Council Resolution, together with those identified in the ESP itself. They are presented under different thematic chapters, namely “coordination mechanisms”, “applications”, “foundations”, “regulatory framework” and “institutional actions”.

    Implementation priorities

    The ESP and the Space Council Resolution together identify more than 30 actions, so a clear set of priorities needs to be established for the efficient implementation of the policy. Consultations in the framework of the High Level Space Policy Group (HSPG) indicated that the further implementation of the Galileo and GMES programmes is seen to be a key priority in the area of applications, with immediate attention to be drawn to the effective funding and deployment of the Galileo infrastructure and the definition of a sound governance and funding structure for GMES. The need to set up a comprehensive European strategy and an adequate coordination mechanism for international relations in the field of space was also highlighted.

    A number of horizontal issues, such as ‘institutionally-related actions’, have equally been emphasised as directly contributing to the success of Galileo and GMES and constituting high priorities. This concerns notably the development of instruments and funding schemes for Community actions in the space domain.

    *This presentation will be a substantial update of the presentation given on the European Space Policy in the 58th International Astronautical Congress 2007. It will inform space community about the current status of the European Space Policy implementation.
