- Abstract
The San Marino Scale was proposed by Ivan Almar on March 12, 2005, at the annual San Marino Symposium about ETI. Its goal is to assess potential hazard from any kind of active or aimed transmissions from Earth. It is a linear scale from 0 to 10 as a sum of two parameters: the intensity of the transmission with respect to the terrestrial noise background and the character of the transmission. The San Marino Scale was already implemented as a "calculator" at the SETI League website for general public use. The San Marino Scale intends to provide an evaluation tool in the current discussion on pros and cons of sending signals to and replying to messages from ETI.
