    Abstract
    International Space Station (ISS) program is an international cooperation project involved 16 countries such as USA, EU, Canada, Russia, Japan, and the others.  The aim of ISS program is to improve science technology by doing many kinds of experiments, and to construct the orbital manned system.  JAXA (Japan Aerospace Exploration Agency) is engaged on the ISS program and has developed an experiment module called JEM (Japanese Experiment Module) since 1986.  JEM will be launched by Space Shuttle and attached to ISS in order to do the many kinds of research in microgravity environment.  
    JEM is the first orbital manned experiment facility for Japan.  JEM consists of Pressurized Module (PM), an Exposed Facility (EF), a Remote Manipulator System (RMS), an Experiment Logistics Module Pressurized Section (ELM-PS), an Experiment Logistics Module Exposed Section (ELM-ES), and an Inter-orbit Communication System (ICS).  
    The ICS communicates commands and telemetry data for JEM system and payload operation through JAXA Data Relay Test Satellite (DRTS) with ground system.  The functions of the ICS are as follows: 
    (1) Multiplex the system data, payload data, telemetry data, video and audio data and downlink the multiplexed data 
    (2) Receive the multiplexed data from DRTS (3) Track the DRTS based on the attitude sensor and uplinked orbit information of DRTS, and establish communication link (4) Store data in a high rate data recorder when the DRTS is not visible, and transmit the stored data when visible.
    ICS needs to be designed to realize the communication link between ISS and ground system.  Moreover, ICS should be designed to be safety for astronauts and human system.  This point is different from Satellites.  Some examples of typical human safety design for ICS are following: 
    (1)RF radiation could cause the astronauts injured or killed, and malfunctions of JEM hardware.  This RF radiation is controlled to prevent inadvertent radiation by three inhibits which is two failure tolerant.  
    (2)The Antenna is latched not to fail the structure due to launch and descent load.  ICS has the Antenna Hold Mechanism as man machine interface which is designed for astronauts to release after docking to ISS.  
    (3)The surface temperature is qualified not so as to injure the astronauts.  
    (4)The sharp edges and corners are eliminated, because they might cause the astronauts injured, especially they are more danger for the astronauts when Extravehicular Activity.
