    Abstract
    In a recent paper ("Planetary Defense From Space: Part 1 - Keplerian Theory", Acta Astronautica, Vol. 55 (2004), pp. 991-1006) this author proposed the construction of two Space Bases for Planetary Defense at the Lagrangian Points L1 and L3 of the Earth-Moon system. This proposal is based on new mathematical results proving that ONLY missiles shot from L1 and L3 may hit any incoming asteroid at an angle of about 90 degrees, thus achieving its OPTIMAL deflection. Further new results along these lines are presented in this paper, such as more details about the (missile) bases at L1 and L3, their facilities, etc.
