    Abstract
The rocket industry in USSR was organized after the second world war. The task was first to rebuilt the germans trophy (V1, V2, Wasserfal and others) on the Russian territory. The aircraft industry minister Chakhourine was interested only on jet and rocket airplanes. So, it was decided that the armament industry (guns, machine-guns, etc) would be in charge. A cooperation has been made with design offices (OKB) and plants from many other ministries. A coordination committee (n2) was formed in the Ministries Council similar to those in charge of nuclear industry (n1) and radar industry (n3). The OKB-1 of S.P.Korolev (rocket) was a departement of NII-88 of armament industry ministry. The OKB-456 of V.P.Glouchko (engine) was under the aircraft industry ministry. The OKB of M.S.Riazansky (radio equipment) and N.A.Piliougine (guidance system) were under the electric industry ministry. The OKB of V.I.Kouznetsov (gyroscopes) was under the naval industry ministry. And the OKB of V.P.Barmine (launch complex) was under the machine \& instrumentation industry ministry. They were also missiles built in the agriculture industry ministry (powder rockets) and aircraft industry ministry (winged missiles). All together, they have made the Russian space industry. In 1957, they were included into the Militaro-industrial Committee of the Ministries Council. Finally, in mars 1965, the Rocket \& Space industry ministry was created under the name Ministry of general machines (MOM). The first minister was S.A.Afanaseiev in 1965/83. Then, the minister was O.D.Baklanov in 1983/88, V.Kh.Dogoujiev in 1988/89 and O.N.Chichkine in 1989/91. After the end of USSR, the MOM was changed into the Russian Space Agency (RKA, Rosaviacosmos, Roscosmos).
