    Abstract
    Post-conflict peace-building is a term that defines action undertaken by the United Nations to prevent the resurgence of conflict, help countries put back in place the foundations of normal life, and move societies towards sustainable peace. It requires the co-operation between various UN agencies to return of refugees and internally displaces persons (IDPs); demobilize and reintegrate former combatants into civilian society; provide assistance for democratic development; support economic and social development; and re-establish the rule of law.
    
    The practice of UN peace-building started in 1980 and the awareness of beneficial space applications which increase its progress and efficiency has been highly enhanced. In fact, the series of GNSS workshop organized by the UNOOSA demonstrated the potential applications which must contribute to the current problems in developing nations. However, as space applications are diversified, the effective uses of outer space for military purposes are increasingly evaluated in space-faring nations.
    
    Arms control in outer space has been attempted under the Committee of Prevention of an Arms Race in Outer Space (PAROS) in the Conference on Disarmament (the CD) since 1982 to prohibit the stationing weapons of any kind in outer space for the international security. Due to the higher priority on the national/regional security on earth and the protection of space assets in outer space, no legal restriction was taken at governmental level on arms control in outer space. 
    
    The goals of the UN peace-building and of space arms control in the CD are under the UN Charter and principles of common interest and international cooperation in space law. The author would focus on a specific case which needs post-conflict peace-building programs and arms control with satellite applications with the purpose to clarify the legal restrictions on the deployment of space weapons in orbit from the aspect of peace-building endeavors of international communities.
