    Abstract
    Assuring predictable, reliable transportation is viewed by many as one of the most difficult challenges of conducting a successful space mission.  This Plenary Event will consider both current developments and future prospects for improving the reliability and at the same time reducing the cost of space transportation.  The Plenary Event participants will provide their perspectives on this important topic and, in so doing, consider the following questions:
    
    Can space transportation systems significantly reduce the cost per kilo to space without increasing risk?  What steps can be taken to help achieve this goal?   How long is it likely to take?
    Will there likely be sufficient commercial space business over the coming decade to justify development of new space transportation systems?  
    What steps can the commercial space transportation industry take to meet the challenges of space agencies in pursuing their robotic and human exploration programs?
    What can be done to reduce the external environmental impact (space debris, atmospheric pollution, etc.) of space transportation systems?
    Will there be further consolidation in the commercial space transportation industry?
    What are the prospects for further international collaboration among launch system developers and service providers?
    
    This Plenary Event will include leading representatives of the commercial space transportation industry from China, Europe, India, Japan, Russia and the United States.  Dr. Hiroshi Kimura, President, Advanced Space Business Corporation (ASBC), will serve as moderator of this important Plenary Event.
