    Abstract
    The report will consist of three sections: in the first section series of key questions, basic requirements to first inhabited base on Moon surface are offered for discussion. In the second section an overview about specific problems of life and work on Moon base is given on the base of our experience.
    In final section, probable scenario of Moon base development, possible legal problems and necessary initial steps, is discussed.
    The key questions for development of an inhabited base on Moon are:
    1. What are the reasons for mankind live on Moon? 
    2. What are possible versions on Moon base practicability?
    3. How we can choose the best way of this project development? 
    4. How we can ensure stable public support of the project? 
    5. That we can use from our knowledge luggage?
    Among groups of specific peculiarities for human presence on Moon it could choose following:
    1.	Additional affected factors on moon in comparison with orbital flights (radiation, psychological, biomechanical, communicative, planetary quarantine, etc.).
    2.	Additional kinds of human activity on Moon (construction, mining, repair works, scientific activity, diagnostics and treatment of sufferers, etc). 
    3.	Sources of potential psychological problems during staying on Moon
    Probable scenario of realization of the project
    1.	Separate
    2.	Convergent
    3.	Unified
    In dependence on the scenario of Moon base building there is a possibility of originating of some disputed situations on Moon:
    1.	Seizure of terrain
    2.	Seizure of resources (for example, under pretext of an extreme situation)
    3.	Possible conflicts inside Moon base: 
    In our opinion, it is necessary to conduct broad international discussion and examination of pushed political, legal, technological solutions and designs before the beginning of Moon exploration. Also, the UN convention for regulation of following aspects is necessary:
    1.	The status of terrain and the form of use of resources of moon
    2.	The status of equipment and stores of resources, including a problem of dust
    3.	Hierarchy of the normative documents regulatory life on Moon base.
    One of possible initial area for such discussion can be the Moon Lab Net in the frameworks of the Moon Base Project, proposed by Italy and received support in the USA and Russia. The Moon Base Italia Working Group, constituted by Space Managers, Scientists and Engineers, has organized two Symposia, the first, held in Venice, Italy and the second in Washington, USA. Third Symposium will held in Moscow, Russia.
