    Abstract
    The task of planning and sponsoring utilities on the Moon for the use of all developer, visitors, and settlers, for a fee, should be accomplished before these people arrive.  This is the province of the Lunar Economic Development Authority, Inc.  Its 10-year history will be disclosed.  Municipal projects on its drawing boards include water treatment and deliver; waste disposal; a building code; a railroad; a free trade zone and certain monument areas for preservation; a telescope park; and communication regulation.  Fees are earned to repay bond holders who provide funds for these facilities.  If this works on the Moon, then we will transport the technique to Mars.  There are plenty of investors for such worthy and basic space development projects worldwide.
