    Abstract
    Development of the spacecraft with modern remote sensing hardware including several satellites and advanced ground support facility requires big funding which may be a problem for one country.
    One of the most efficient ways to solve this problem is to combine efforts of several countries.
    Currently we are combining Russian program for the development of the Earth observation and mapping system SMOTR with the Kazakh national program for the development of the remote sensing satellites. It is assumed that Russian-Kazakh remote sensing constellation will include four satellites. Every country will finance the development of two spacecraft and will be able to use the results provided by the whole system.
    Satellites will be designed by RSC Energia. Payloads will be developed by the most highly qualified companies both in Russia and abroad.
