    Abstract
    At present it is beyond question the necessity of global monitoring and inspection of state of natural and other kinds of resources both on a national scale and in the interests of international community as a whole. Solving of such complicated technical and organizational problem is only possible by means of integration (on the functional basis) of Earth observation, meteorological and navigation space means (space systems and spacecrafts) already utilized or developed now within the bounds of different programmes.
    
    Principle of multiple use of variant purpose space means has been based on the project of the system of on-line monitoring of natural resources and stationary and mobile objects realized by Space Systems Research Institute – Branch of Khrunichev Space Center in cooperation with other scientific and industrial organizations and enterprises.
    
    Major goals of this system are coordination and monitoring dataware, carrying out of on-line ecological inspection and monitoring of objects (ground-based, water-based, air-based), monitoring of location of economically important, hazardous and special cargo been transported by means of sea-crafts, aircrafts, railway and motor transport, special monitoring. At that, the system has the possibilities to upgrade monitoring facilities including in single region, during emergency elimination, etc.
    
    Technical base of system of on-line monitoring is three subsystems:
    Subsystem of determination of conditions and location of monitoring objects on the basis of Earth observation systems - Earth remote sensing systems “Resurs” as type, oceanological systems “Okean” as type and meteorological systems “Meteor” as type, as well as global navigation space systems GLONASS and GPS,
    Telecommunicational subsystem on the basis of space communication and data communication systems,
    Subsystem of processing and analysis of monitoring data.
    
    By now, during development of mentioned system the unified technologies allowing to create the system for the monitoring of various groups of objects and to provide to the consumers use of a resource of existing corporate systems of the supervision have been created and tested. These technologies have been tested and utilized in real environments and have shown high efficiency and possibility of using by wide range of customers.
    
    Theoretical and practical results obtained during creation of system of on-line monitoring of natural resources and economically important and/or hazardous objects indicate the efficiency of principle of multiple use of Earth observation, meteorological and navigation space means and the possibility of utilization of such system in the interests of both state and business corporations.
