Abstract

The following phases are planned to be implemented in the framework of the Russian human cosmonautics:

•Industrial colonization of the near-earth space using Russian segment of the ISS and its consumer properties
•Implementation of the Moon program to move forward to the industrial colonization of the Moon
•Implementation of the Human research program of the Mars

Near-earth space is being colonized starting from 1961.
Orbital space stations have been operating in the Earth orbit since 1971. Flights in the near-earth space have to be turned into the self-supporting phase of industrial colonization. 
Presently we have started working on the Moon program. And the drive here is not only scientific research but the mining of natural resources including helium - 3.
We are also studying a human mission to the Mars.
