    Abstract
    NERVA practical and particular target is to demonstrate the feasibility of a secured sub-orbital, small rocket vehicle as a link to tethered orbital payloads, retrieval of space debris and defense against non-conventional terrorist systems. More general, the NERVA system is intended as a test-bed for the development of a fast responsive, low cost space transporter. The ground for the NERVA vehicle development is the conversion of retiring soil-air weaponry systems now made expandable in Romania. The main direction of research is focused on the extensive upgrading and development of the existing liquid propellant rocket structure into an extremely lightweight, high propulsive efficiency vehicle structure. The previous experience of the research team at UPB is the main source of support for these developments, while the existing, high class manufacturing capabilities of COMOTI, ELECTROMECANICA and ADDA SME-s is a strong support for the implementation of the project. The project is a co-operating project involving Romania and Greece. From the part of Greece its existing experience in the development of high performance lightweight structures and advanced fluid mechanics research is accounted. The high priority for new materials and ecological scientific and technological policies in Romania, along the known expertise in environmental policies of Greece are considered for the success of the proposal, that will open new dimensions in the technological development of Romania.
