    Abstract
    Pursuit of a mega-project requires technical knowledge, funding, political support, and management skills; however, one critical component to increase the probability of success is an exciting vision to pull the program together and drive it forward. The development of a vision is an extremely complex task.  This should be done with an initial cadre of people on the project trying to determine the best way to lead with a concept, idea or thrust. The establishment of a vision is critical to constant forward motion for the team.  It should be accomplished early in the developmental cycle, prior to establishing any hard requirements.  The sooner the better.  This paper will show how to develop a vision for a mega-project, such as a Space Elevator.
