    Abstract

    The ESA (European Space Agency) Long-Term Plan (LTP) is the result of a new process aiming at providing the Agency and its stakeholders with a tool for planning and managing ESA financial resources over a period of ten years, consistent with the European Space Policy and Programme, and with the priorities and measurable objectives derived from it. It is prepared on the basis of the ESA/EU process sustaining the definition of a European space policy and programme, and on available forecasts over a period of ten years on contributions form Member States.

    The ESA LTP aims at:

    • outlining ESA’s overall strategy, from the demand requirements to the benefits expected from the proposed programmes and activities,
    • demonstrating the coherence between ESA’s overall strategy and its implementation through different programmes and activities,
    • achieving the balance between the best estimate of budget requirements for the implementation of the various programmes, and the overall income resulting from Member/Participating States contributions and from third parties.

    This paper first makes a summary of main ESA LTP 2006-2015 programmatic lines as derived from an ESA-wide strategic analysis. The link with the establishment of the European Space Policy and Programme, as well as the coordination process with the EU will be described.

    Then a global analysis of main outcomes from ESA Ministerial Council 2005 will be performed, taking into account major decisions on programmes, financial issues (Member States contributions), plus an analysis of the potential impacts on the overall European Space sector (Industrial policy, international cooperation, partnerships).

    Finally, a general description of potential thematic areas which can be addressed in view of ESA plans and strategy towards the future is made, including possible target continuation or additional programmatic lines and related preparatory activities (preliminary studies and enabling technology development), the identification of potential partners plus a possible strategy with respect to those, as well as a global review of main technological activities and programmes developments in other space-faring nations, with a general analysis of potential opportunities for ESA’s international cooperation and of the main threats for European Industry Competitiveness.
