    Abstract
    There has always been a real separation between military and civilian satellite programmes in Europe.  Following the EC White Paper on future space policy, the report by the Group of Personalities, the SPASEC panel of experts report and the findings of the European Space Advisory Board (ESRAB) this is a crucial year for considering the security aspects of civil space programmes in Europe.  
    
    There are critical decisions to be taken on both the GALILEO and GMES programmes.  This paper will review the key issues which will drive these decisions and consider their implications for the future of Europe’s space programme.
