    Abstract
    Space technology and space systems hold the answer to many of the most pressing security problems. They are inherently of multiple-use nature, being used by a wide spectrum of civil and defence communities. Space assets are major enablers for many operational capabilities.  
    
    Still, cost effectiveness is an important criterion in any planning process, in particular in the user driven approach of European space activities. The cost-effectiveness and the efficiency of a future space infrastructure will depend on the ability to take full advantage of the dual-use character of space systems. The realization of a dual-use system includes major policy challenges. Indeed, dual-use is not – at least not only - a technical issue. Every user has its specific decision criteria, budget, goal, interest, timeline, constraints, and missions.  The user communities need close coordination in order to harmonize their requirements or – even better – to develop common requirements. The earlier the necessary coordination is realized, the easier it will be to realize a system that meets user requirements to the highest possible degree. 
    
    Although the need for coordination is evident, it is difficult to attain. Issues such as international cooperation options, sharing of space assets by different user communities, defining European versus national activities, etc. need more active and intense discussion.
      
    In the commercial and defence sectors, the dependency on space assets raises concern due to their vulnerability. There is a clear understanding regarding the need for information about ground, air or sea based assets and events. Regarding space situational awareness, there is only a general understanding that it is needed, but specific requirements, which could lead to necessary measures, are not in place. ESA is initiating an activity to develop a characterisation of space situational awareness, which could lead to a mutually accepted requirement list. 
    
    The future realisation of a space situational awareness system should be seen as a common /multinational goal contributing to the reliable and secure use of space, while offering unhindered access to space services for every user.
