    Abstract
    How do maturing technologies and newly emerging knowledge – intensive services shape the opportunity space for High Administration? Analysis of the dramatically changed context as well as reflections on the implemented process of updating national planning provide the ground for sharing lessons learnt and benchmarking similar efforts.
    
    The Austrian Space Plan 2000 was approved for implementation in November 2001. Following the recommendation of the plan a national space programme was set up in 2002 to complement Austria’s ESA and EU participation. Since then yearly calls for proposals have been implemented showing the broad technical and scientific expertise present in Austria. 
    
    The implementation of the Austrian Space Plan 2002 was accompanied by the set up of a yearly monitoring scheme and a five year evaluation mechanism. A well defined set of indicators has been developed and a first series of output oriented measurements has been presented to argue successfully for increased funding for the ESA Council at Ministerial level in 2005.
    
    To continue the growth scenario of the Austrian space investment a strategy process has been started in autumn 2005 including various steps. The process has the objective to set up a long term strategy – a "space vision for Austria". This is based on reviewing the achievements of the space activities so far - accompanied by in-depth analysis of the areas of activities, possibilities of growth in the European and global context, evaluation of the last five years of activities and proposals to optimize the implementation of the strategy. The "vision paper" will be used to apply for future public investment to support Austrian ESA and National programmes. 
    
    The paper reviews the various steps - including hurdles and solutions - leading to the current activities which are based on Austria’s efforts to increase R \& D activities. The experience gained in that process provides managerially relevant input and lessons learnt for other countries with small participation and utilisation of space.
