    Abstract
    The System Internationale was and is critical in enabling the progress of science as well as international cooperation in technical endeavours. Space exploration has suffered where protocols and standards have not been clear and have benefited where they exist. This paper explores the overall system of standards for technologies and software protocols relating to the areas of communications, navigation, mapping, spacecraft interfaces, internet, electronics, and the use of space resources. We outline policies required to achieve the establishment of such protocols on an international basis.
