    Abstract
    The European Security Strategy (ESS) presented in December 2003 by the EU Secretary General and High Representative on Foreign Policy, Javier Solana, became the EU response to the global threats such as terrorism, organized crime, proliferation of Weapons pf Mass Destruction, state failure and regional conflicts. To activate this new Security Strategy, the significance of implementing the Common Foreign and Security Policy (CFSP) and European Security and Defence Policy (ESDP), already grounded in European treaties, has been emphasized. As a result, a closer attention was paid to common measures and national instruments of implementation to evaluate and counteract recognized threats effectively. 
    In this paper the author argues it is indispensable to consider space technologies as an integral and emerging contribution to the security of Europeans in the context of CFSP/ESDP. Therefore the paper attempts to define the European legal framework dedicated to realization of the security space strategy and space policy in the EU. 
    The paper will characterize the architecture and mechanisms of cooperation in space programmes conducted in Europe (on national level, through bi- and multilateral cooperation, within ESA and the EU). It will also examine the roles and responsibilities of existing and envisaged bodies dedicated or contributing to the management of the space security and defence assets of the European Union. It will evaluate a possible cooperation between the "second pillar" agencies of the EU (European Union Satellite Centre and European Defence Agency) and European Space Agency. Finally the author will map a legal framework for the key European security and defence sector players who will be sponsors, customers or supply stakeholders of the space-based infrastructure in a short- and long-term horizon (i.e. industry, and research and technology sector players).
