- Abstract
After Richard Branson and colleagues demonstrated the technological viability of passenger space transportation, the U.S. enacted the Commercial Space Launch Amendments Act of 2004. It established new standards for licensing and permitting space launch vehicles and personnel, including liberal provisions for experimental permits. The U.S. Department of Transportation also was instructed to promulgate comprehensive regulations within 18 months. Proposed rules were distributed for comment in late 2005, and final rules are expected by mid-2006. This paper will examine the new legal and regulatory requirements imposed by the U.S. government on commercial space launches.
