  • Toward the better regime for space-based information for disaster management

    Abstract
    Space technology such as remote sensing, telecommunication and GNSS is critical in providing information to disaster management as proven in the case of Indian Ocean Tsunami and Hurricane Katrina. It is raising number of important issues including responsibility for providing such aid, however, both the general regime of disaster management and space law dealing with disaster management is insufficient to cover such issues. 
    The paper examines the current regime and relevant principles in depth to consider the better regime for space-based information for disaster management. The paper takes the two fold approach: 1.the general framework surrounding disaster management from the standpoint of humanitarian law and Samaritan Principle, and 2 the legal framework of different space applications which focuses on disaster management including Tampere Convention and the International Charter on Space and Major Disaster.
