    Abstract
    In this papaer we could elaborate historical analysis on the large scale of natural disaster in the region and elaborate the needs for international cooperation adn coordination of managing disasters for common interests of human kinds. Satellite technologies like telecommunication and remote sensing could be one of the important solutions foe disaster management.Since last Indian Ocean Tsunami disaster, there have been many conferences and workshops for disaster management utilizing satellite technologies in the Asia Pacific region. We have several issues to be discussed and overcome among countries concerned to establish the systems and institutions for disaster management based on international cooperation adn coordination. 
     In this paper we could discuss on how to establish telecommunication networks vea satellites and terrestrial systems over teh borders. It includes  legal and policy issues of coordination for satellite communication stations and radio frequencies.We could also discuss on how to collect and utilize the information of disaster areas without conflict among countries concerned. We could elaborate some medels for future development of dasaster management utilizing satellite technologies and issues to be overcome based on international cooeration and coordination.
