    Abstract
    This paper describes the involvement of EUMETSAT, the European Organisation for the Exploitation of Meteorological Satellites, in international cooperation, covering a wide and diverse spectrum of activities.
    
    Bilateral cooperation includes relations with future EUMETSAT Member States, who join EUMETSAT as Cooperating State Members, and relations with other organisations such as the European Commission (EC) and the European Space Agency (ESA), and space and meteorological organisations in non-European countries. 
    
    Multi-national cooperation takes place at many levels, in the framework of the EC/ESA Global Monitoring for Environment and Security (GMES) initiative, the World Meteorological Organisation (WMO) and its Coordination Group for Meteorological Satellites (CGMS), in the Committee for Earth Observation Satellites (CEOS) and the Group on Earth Observations’ (GEO) Global Earth Observation System of Systems (GEOSS) initiative.
    
    The meteorological community is often described as a mature and well-defined user community and international cooperation activities in space meteorology may therefore provide a useful example for cooperation in other fields of Earth Observation. 
    
    A particular example in the framework of GEOSS is the contribution of EUMETSAT, through its EUMETCast data dissemination system, to setting up a global system called GEONetCast which will provide a simple and cost efficient means of distributing Earth Observation data tailored to a broad range of applications to end users.
