    Abstract
    EADS Astrium is proposing a simple and affordable access to space imagery by promoting a standardized space system and the registration to a Club of Users called COVERLAND.
    Based on the idea that regional powers major interest may lie in the surveillance of their territories and visibility circles, a space system with a worldwide access may leave a significant amount of available imaging capacity. Some of this available capacity may be of interest for other space system owners.
    With the acquisition of its own space system, owned in full sovereignty, a new owner is proposed a membership to this Club of Users, in order to allow data reception from other satellites within its visibility circle in return of data captured by its own satellite over the visibility circles of other Club members. This Club finally proposes to each member the multiplication of image data over each member’s territory, equivalent to the capability of several satellites, for the investment of a single space system.
    The Club may also manage the archives of the fleet of satellites, captured outside the visibility circles, to serve the purpose of a worldwide sustainable development, or a global environmental monitoring, to the benefit of Earth and Mankind.
    This paper proposes the description of the COVERLAND Club of users and emphasises its benefit for each member.
