- Abstract
The purpose of this paper is to bring readers up to date on the United States Global Positioning System. GPS is still the predominant GNSS system. After an introduction describing how the current GPS system remains the predominant GNSS system, the paper will explain how the GPS system will function in the context of several GNSS systems. The GPS system continues to be in a developmental stage. It is owned and operated by the US Government, but its organization has been changed in order to meet competing civilian and military GPS uses. The paper will explain the various aspects of US GPS policy. The United States continues to pour a lot of money into GPS technology development. GPS uses expand rapidly and Government regulation of GPS is changing. A major legal issue is how GPS can provide seamless service in cooperation with other GNSS services. The paper will discuss the need for further expansion of the existing International Civil Aviation Organization (ICAO) policy guidelines. It will discuss possible broader international policy guideline development within the United Nations Committee for Peaceful Uses of Outer Space. In conclusion the paper will describe the future GPS system
