    Abstract
    As part of the San Marco progtamme based in Malindi, Kenya, which is a joint venture between the governments of Italy and Kenya, some cooperation in the area of small satellite missions is in its initial stages. A feasibility study conducted in the month of February 2007, indicated that the Malindi base can be revamped for resumption of launches, this time of small satellites using the START 1 launch vehicle in two years time.
    
    One of the envisaged applications is in tele-medicine and in tele-education, based on experiences in a similar project in French Guyana. Other applications will be in Earth Observation and in telecommunication. The initiative is intended to serve the central African region.
    
    The telemedicine applications are to use on orbit small satellites and the Malindi base tracking capacity. The application will first be implemented in the Malindi area, then it will be extended to the rest of the Kenyan coast province, before covering other Kenyan areas and then to the central African countries. The tele-medicine links will also be used for other educational or trainong programmes.
    
    Existing Geostationary satellites shall be used in order to link hospitals with isolated areas and also for tele-education programmes. Low Earth Orbit small satellites, positioned on inclined polar orbit will also be used. All data will be acqired in the Malindi base and processed in Kenya before onward transmission.
