    Abstract
    Four layers of legal concern are involved in space law and, therefore, in the process of setting and enforcing standards.  There is international law, international space law, domestic space law, and municipal law.  There should be other factors also, and these are missing:  a code of ethics, a consensus on business practices, uniform accounting rules, minimal disclosure requirements, and substantial international cooperation.  A path through this legal quagmire is defined and presented for a version of space tourism that may lead to a uniform pattern in space infrastructure standards setting.
