    Abstract
    Romania is one of the countries which took a major political decision - to grow with a factor of 3 the RTD public expenses between 2007 and 2010, and the proportional contribution for space activities is to increase from 3 to almost 6 percents of the public research and technology budget. The Romanian Space Programme is further developing under the authority of the Romanian Space Agency and presently involving more than one hundred organizations with research, academic and industrial profiles. Since 2007, the Romanian Government established a new national Research and Technology Development plan, including space as one of the priority areas. Three main subprograms: space exploration, space applications and space technology are included, with specific objectives established for 2007 - 2013. Running presently a number of 67 projects involving several hundreds full-time equivalent professionals, the program recorded a substantial growth during the last year. Most of the projects are completed under international cooperation.
    A new component in the national organization of space activities in Romania was the Sub-committee for space activities, established within the Romanian Parliament. 
    Romania will continue to develop its own space programme: first, by keeping in harmony the participation to European space missions and projects; second, by further developing its national space infrastructure and human resources and, third, by investing in some areas of science and space technology core competencies.
    The paper presents this particular development for the case of Romania as a medium sized country attempting to develop space technology. Major issues to be discussed are:
    -	the decision making process to prioritize among investment areas;
    -	the balancing of efforts and financing between national and international projects;
    -	the way to develop by taking into account the process of integration in the European Space Agency, the participation to the EU integrated programmes for space, the development of own space missions.
    A particular issue is the Romanian common vision for Space and Security research and technology as an integrated program and the role of the national space agency.
