    The European Space Agency (ESA) is undertaking a number of programmes in the domains of Space Science, Earth Observation, Telecommunications, Navigation, Human Space Flight, Launchers and Technology. The resources planning for the implementation of these activities is a complex task. It is based on a consolidated Multi-Year Planning (MYP) approach with different levels of granularity for the short, medium and long term. The paper describes the MYP concept and the associated processes and tools. It also presents the Agency’s controlling organisation, which comprises Business Unit Controllers in the Directorates and the Corporate Planning and Controlling Department. It further describes the concept of Project Plans and Integrated Project Reviews on ESA top management level to generate reliable and consolidated planning data for new ESA programmes. The planning cycle for the Long Term Plan, the MYP and the ESA annual budgets, including the aspects of consolidation between income and expenditure is illustrated and the associated reporting approach to ESA management and ESA Member States is described.
