    Abstract
    As directed by NASA 2006 Strategic Plan, NASA's Innovative Partnerships Program (IPP) will facilitate partnering with the U.S. private sector, and leverage private sector resources, to produce technologies needed for NASA missions. The IPP and NASA’s Mission Directorates will identify new opportunities to adopt technologies developed through innovative partnerships.  In pursuing these public-private partnerships, IPP seeks a Win-Win-Win that benefits NASA, the Partner, and the U.S. Taxpayer.  This paper describes how IPP achieves this through seeking partnerships with the attributes of Common Interests, Compatible Goals, and partners with Skin in the Game.  Illustrative examples of successful IPP partnerships are provided.
