This matter had been studied several years in Japan under a cooperation of government and private sectors. In the planning phase, there were tons of discussions to define working brake down structure, total merit and responsibility assignments between government and private sectors. At that point, main purpose of privatization was cost down by characteristic devices of private sectors. After these series of study, in December 2006, JAXA had issued the first RFP for Kibo covered the working area of Utilization Preparation, Operations Preparation, Crew Training and Operations. In March 2007, Japan manned Space Systems Corporation (JAMSS) had gotten the contract for the main part of the RFP. JAXA and JAMSS are continuing to taking effort to maximize this kind of PPP activities. In fact, motivation and faculties in both sides had been rose up objectively. Present days, PPP benefits is not only cost down but enhance the effectiveness of Kibo/ISS. The other effects and subjects will be shown and discussed.
