    Abstract
    Post-liberalization era, driven by successful public private partnership (PPP), witnessed a new wave of unprecedented growth in telecommunication and Information Technology (IT) in India. Space based Information and Communication Technologies (ICTs) gained further impetus with broadband technological convergence. India’s advantages of having community centric space infrastructure viz., thematic constellation of INSAT (SatCom) and IRS (Earth Observation) satellites enabled the country to have the access for ‘suitable’ space based ICT products and services. The overall capacity of the country enhanced considerably especially in communication & broadcasting, empowerment, weather services, natural resources and environment management, disaster risk reduction, physical and social infrastructure development planning by these products and services.
    
    Space based ICTs have undoubtedly gained from PPP. In fact, the advances in space technology have also created considerable ‘space’ for private industries both for technology as well as applications developments. For example, remote sensing and GIS based geospatial industry, which started with government supported pilot projects as primarily as SMEs is moving towards the mainstream IT domain with state-of-the-art geographic and location based technologies. Today, the Indian geospatial industry has proved their competitiveness globally. PPP in SatCom has brought several innovative solutions – viable and scalable entrepreneurship and business models to scale-up community e-centre types of initiatives.  Tele-medicine in India is expanding rapidly due to PPP. The PPP in tele-education and disaster management is in offering.  The breeding of successful PPP needs policy support and institutional mechanism for which the credit goes to the government. There are initiatives to harmonize and scale up all rural ICT based applications in the country to address the existing digital, income and knowledge divides. 
    
    Community partnership if added to PPP brings in not only sustainability but also leads to ‘social inclusion’ in the long run. There are excellent examples of space based ICT applications in India demonstrating a paradigm shift from working ‘for’ community to working ‘with’ community; showcasing community owned enterprises and exemplifying extra-ordinary development of skills in local populace including developing fishermen-“remote sensing” scientists, and thus highlighting the various forms of community participation. The present report analyses in-depth the various dimensions of PPP and community participation in developing and delivering space based ICT products and services to bring out the replicable strategies and guidelines based on India’s experiences.
