    Abstract
    Perhaps one of the most striking features of the early development of space science in the UK was the speed with which it grew in strength and scope from its inception in 1954. To a degree this was a feature of space science in other countries as well, and a common factor was certainly the policy adopted by the United States, which undertook to provide free launches of spacecraft and instruments for all comers. However the UK policy of establishing parallel programmes through ESRO and ESA as well as through bilateral agreements, together with a strong initial investment in instrument development, was also important in bringing about a highly cost-effective programme.
