Abstract

Establishmentof national mechanism on space debris mitigation is required by Space Debris Mitigation Guidelines of the Committee on the Peaceful Uses of Outer Space. The national mechanism involved administrative mechanism and legislative and policy system. In China, there is not enough laws or regulations to define the function of administrative authority on space debris mitigation. The legislative and policy system on space debris mitigation is not perfect. As a large space country, China should establish and perfect its national mechanism on space debris mitigation as soon as possible. 
    The paper included three parties. The first part expounds the necessity of establishing national mechanism on space debris mitigation. This part thinks Space Debris Mitigation Guidelines of the Committee on the Peaceful Uses of Outer Space are not bind but a voluntary regime to states, but it is being rsgarded as international custom by international society. Therfore,it is an obligation for the member states of UN to establish the mechanism under Space Debris Mitigation Guidelines. 
     The second part described the present situation of establishmment of national mechanism on space debris mitigation and analysed its deficiency in China. The paper thinks Chinese authority is improving and perfecting its national mechanism to mitigate space debris, but there are so many measures to be completed. 
     The third part provide some suggestions for Chinese government to establish scientific national mechanism on space debris mitigation. Firstly, formulating a space law to specify a definite administrative authority on space debris mitigation is a key measure. Secondly, Chinese authority should accelerate legislating the standard on space debris mitigation of China.
