    Abstract
    Formal amendment of the space treaties is unlikely in the near future.  However, space activities are rapidly expanding, particularly in the commercial area.  The expansion of private commercial actors in space will necessitate further cooperation between military and civilian government space actors, particularly on issues such as security and risk management, space traffic management and space debris.  The question arises as to what informal or innovative mechanisms of regulation have and will need to be created to fill in the gaps of existing treaties or give more certainty and predictability in the application of the broad principles of the space treaties.  Further, the space law community will need to ask what might be learned from the telecommunications law community in terms of regulatory mechanisms.  Additionally, both communities might look towards other areas of international law for analogies in how best to regulate and what degree of formalism are necessary or desirable in particular contexts.  Paper will examine several different areas of space law regulation with appropriate analogies to  regulation of telecommunications and other international law areas.
