Creating a space road map in a developing country: The experience in Peru

- Abstract
Some developing countries around the world have finally understood the importance of space assets for resource management, the prevention of disasters and national security. However, dozens of third world countries still don’t understand the advantages of the space industry. Unfortunately, politicians and local bureaucracies aren’t able to grasp the concepts involved in the development of a space roadmap for their nations. On the other hand, they are quite worried with problems like public health and the financial crisis. That’s why it is the responsibility of private sector to provide the information that the decision makers require to develop a space policy. Although it isn’t an easy task since there are many obstacles in the way, our experience in Peru (a developing country with scarce resources and where there is little or no interest in research and development, especially in the space industry) showed us that through teamwork and networking, it is possible to reach public authorities and politicians. Through clear goals, an understanding of local politics and a down to earth speech, any layman can understand the importance of space assets and how they can help in the socioeconomic development of a country.
