- Abstract
The aerospace industry is the most influential strategic industry in the high-tech industry over today’s world. It is an important symbol of a nation’s comprehensive power. As the aerospace technology is military-civil integrated, the military-civil generality and compatibility of aerospace industry investment and production are very strong. The experience of countries with developed aerospace industry over the world shows: to insist on military-civil integration, to provide overall service to national economy and social development while serving for the national defense and military construction, and to actively promote the harmonious development of military and civil aerospace industry have already been an inevitable trend of worldwide aerospace industry development. Since the 1950’s, China has been implementing the surpassing strategy through self-reliance on the condition of relatively backward economy and technology. Now China has become one of the major countries with developed aerospace industry over the world. However, the problem of separating between military and civilian sectors has caused difficulties to some extent. The development of aerospace industry must follow its internal characteristics and rule. The military-civil integration must be overall carried out in stages like programming and planning, investment and construction, technology use, and maintenance security. The development strategy of military-civil integration must be put in practice in aspects like leadership system, construction process, standards and regulations, interest coordination and so on.
