- Abstract
With space applications being central to modern interactions and more and more actors becoming involved in space activities, it becomes ever more important to investigate how an equitable and responsible utilisation of space can be achieved for all relevant actors. In this regard, aspects related to space benefits for developing countries, the peaceful use of outer space and Space Situational Awareness need to be considered. Moreover, the role of the UN as well as questions of data sharing and Space Traffic Management have to be reviewed. This has to be complemented by views on governance issues of the international system as well as new insights on how to shape international cooperation. All of these topics were addressed at a conference organised by the International Academy of Astronautics (IAA), the European Space Policy Institute (ESPI) and the Secure World Foundation (SWF), which took place in November 2008 at ESPI in Vienna, Austria. As a result of this conference, the “10 Steps to Achieve Fair and Responsible Use of Space” were published. This paper presents the innovative concept of the “10 Steps” and examines how they can be implemented.
