China International Space Cooperation in the 30 Years of Reform and Opening

Abstract

China has established general principles and policies on international space cooperation conformed to china situation in the past 30 years of reform and opening.  During the 30 years of reform and opening, China has developed the international cooperation with United Nations Committee on the Peaceful Uses of Outer Space. China has supported and taken part in the implement of United Nations Programme on Space Applications. China has participated in exploring methods and way on space debris mitigation. Concerning to bilateral space cooperation, China has promoted some cooperation with developed space countries, such as U.S, France, Germany and so on. China has developed cooperation on Earth Resource Satellite with Brazil. The program established a model of South-South cooperation in the field of space technology. It also explored a new model for the commercialization of space for China. In regional space cooperation, China promoted the establishment of Asian-Pacific Space Cooperation Organization (thereafter APSCO) and developed the cooperation with Asian-Pacific countries. APSCO is a new model for regional space cooperation.
    However, it is necessary for China to deepen the mechanism of international space cooperation and extend the scope of international space cooperation. On the one hand, most of space cooperation is cooperation on program or commercial launching. On the other hand, most of cooperative subjects are developing space countries, such as Brazil, Nigeria. It is necessary for China to deepen the cooperation with developed space countries.
    In order to promote and deepen China space cooperation, China should take following measures. Firstly, China should perfect the policies on space cooperation, and pay more attention to improvement of space technology and increasing economic interest and guarantee national security through international space cooperation. Secondly, China should extend gradually the field of space cooperation and pay more attention to cooperative business operation and cooperative research in international space cooperation. Thirdly, China should encourage large space Industry enterprises to play important role in international space cooperation. China should encourage large space Industry enterprises to establish joint venture with foreign space enterprises of developed space state. It will attract foreign capital and technology. It will be possible for Chinese space industry to access to foreign market. It will be beneficial to the progress of commercialization of space activities. Finally, China shall perfect administrative mechanism on international space cooperation.
